Need info on Evinrude Speedtwin

I'm helping a friend with a Evinrude Speedtwin Mod. # 28402M, Ser. # E04759. Plate also says 28 H.P. at 4500 rpm. I need to know the year and best place to get a manual for this motor. Thats all I know about the motor at this time. He said they tried starting it but it wouldn't. I told him to let me try to find a manual before we dig into it. Thanks for any help.
