Need help with tilt trim part

guys my mercury 87 150 has a broken relief valve. i cant get the screw through the hole on the tilt/trim bracket. The screw looks to have a washer on it so it cant go through the hole in bracket. I was told it might be a clip but it looks like a washer made onto the valve itself.any suggestions..

I replaced mine before and the original part did not have the e-clip like the replacement. So, I took a knife and a file and trimmed down the flange until it would fit through the hole in the bracket.

Had the same problem. I cut the old one out and replaced the valve. I removed the rest of the valve by heating a large screwdriver, pushing it into the remaining valve, letting it cool and then unscrewed the remainder of the valve.
The new one comes with a clip that you push on after you screw the new valve in. This keeps it from falling out if you unscrew it too much. I found a replacement and all is good and no leaks.
