It just clicks and clicks IS there a relay , where is it

Follow the cable and you'll find a box containing the relays. One or both could be bad, but more likely the trim motor got water inside and rusted. The black relay box is usually mounted on the inside of the transom or nearby.

Thanks for the reply , I will start lookin for the relay box , That is where the clicking sound , I hear it by the battery compartment

Looks like it is right behind the black hose with the two clamps at the top of the picture

This TNT system used a automotive type solinoid, there are no relays.The clicking noise is coming from the solinoid. There should be a plug in connector going to the trim motor, unplug this, and use a jumper direct to the motor. If the motor now works, check all connectors. That is quite a bundle of wires you have there.
