For whatever reason, the thermostats are full open or totally bypassed. I do not know what, if any, bypass ports there are in the thermostats themselves but when present they are usually very small and not likely to enlarge. Some thermostats have check ball ports that allow air to pass but close up when liquid is present. Either of these would not be your problem.
