Need help with flooding Tecumseh Carb

This engine was running a little rich last week, but it was running. I ran it out of gas and now I can't keep the carb from flooding. I had replaced the needle and seat last year and did a full clean. I replaced the needle and seat again and also the float. It is pouring out fuel out the exhaust nearly as soon as I turn on the fuel. I have to be missing something. Float is set nearly horizontal. It has an item called a pump element. Can anyone tell me exactly what its function is.<br /><br />This is a ESKA 7.5 engine.

Just for anyone that may have the same problem. The pump element had a small split that I didn't see the first time. After replacement it started first crank and runs fine.
