Need help with engine timing on 70hp johnson

Hello,

I have a 1988 johnson 70hp 2 stroke outboard. The The board hasn't run in a few years. Got it running but it will only run when the timer base is almost to the wide open throttle stopper. I checked the timer base as per the manual and the ohms reading is between 11.3 and 11.9. The manual says 17 ohms plus minus 5 ohms. Would this be throwing my timing off possibly a faulty timer base?

Yes of course. Current troubleshooting I have done; compression tests all three cylinders 100 PSI, stators and good condition and within specs as per the manual, all three carburetors have been rebuilt and have no issues. VRO has been disabled and currently at 50 to 1 mix with fresh gas. New tank new lines new primer bulb new spark plugs. I have pulled The flywheel off and check to make sure that it is in his proper position. Also clean all grounds and make sure there is no nicks in any wires.

Does the hose for the telltale come off the side of the block or the top ?

there was a service bulletin in 1994 to move telltale to the top of the block.

with the motor sitting for a few years, have you gone thru the fuel system?

How is the compression?
