Need help with 95 Merc motor

My dad is looking at purchasing a 95 40 HP Merc Motor, Power Trim, oil-injected. Motor runs/idles fine for 5-10 minutes, then at full throttle, runs at half speed or less. It hasn't been used since 95, but even then was used very little. The gas, fuel filter has been replaced. Seafoam was put into tank, carbs were cleaned, but we are still having the same problem. Any ideas?
