Are you running it in a test tank? Is the lower unit deep enough in the water?

Yes more than enough
Can or do the lines inside power head plug up?

Any possibility the thermostat is frozen shut? Try running the motor with the thermostat cover off and see if it's pumping up to that point.

I don;t think the 56 has a thermostat.
Is the pump housing pitted or scored?
How are the tube grommets?
Good Luck.

Couldn't get my 57 johnson 18 hp to pump water either until I got the pump itself under water. They wont prime from just having the lower inlets under water-my mistake. Make sure the whole lower unit is a few inches under water. Not to say that's it but it is easy to overlook.

No thermostat on that motor. Try rigging up a garden hose to the copper water intake tube and see if water flows through the system.
