Need help on my 9.8 rebuild

Hello all,
I have most of my 9.8 (1984) taken apart, I can see the lower piston has quite a bit of rust on I so I am guessing that is why it won't turn over. I put a large wrench on the flywheel and it won't budge in either direction. Yesterday I took off the 6 nuts that hold the powerhead on but I can only get the block to lift about 1/4 inch. I thought the shaft at the bottom was splined and it should just lift off, am I missing something?? I am trying to remove it so I can get to the screws that hold the front half of the block together. ( where the carb attaches) If/when I can get to those screws I should be able to pull out the crank w/the pistons attached, right?

Any help and comments would be greatly appreciated, thanks.
