need help hooking tiller arm back up

have a 93 30 3 cyl yam i took tiller off to add shim because tiller was loose.. cant tremeber how cables go back on throttle shaft.. its not openin all way up so i assume i hooked them backwards any help appreciated

im pretty sure it only goes on way.. so not sure what wrong.. the plactic liner cracked and broke some on end so that may be whats wrong

got it.. cable liner was broke pretty bad.. switched it out.. works good now
