I don't know much about the west coast but I grew up fishing the Potomac. What I can tell you is high water pushes the fish towards the bank. I have always done best on a rising tide - the last few hours, and the first hour of a falling one. They stage on dropoffs at creek mouths, and around flats and wait for the current to pull the bait out. I find that a bait moving down stream gets more fish. A senko around any structure off the main flow should work. River fish always use the current to their advantage. When the river is due to rise, the fish feed heavy. When it drops dramatically they get lathargic.
I think that cold fronts, bluebird skies etc. affect the fish more than tidal fluctuations, and affect lake dwellers more than river fish. The current has a constant to it that mitigates some of the weather phenomena - it's hard to get skunked on a river. When a lake shuts down you can't buy a bite. What is their primary diet on the Mokelumne?

Head on over the Gone Fishin Marine in Dixon, www.gfmarine.com. They've got Bass University's once a week with the Pro's that are on tour. Best place I know of to get the info your looking for and it's no BS.
