Those labels are applied at the manufacturer, under license from the regulating state. Generally they have to have the engines tested by a third party inspection agency. If they were not made for a state that requires the compliance then they most likely did not ship with one.
To the best of my knowledge the manufacturer cannot send you a sticker for any reason, it can only be placed during manufacture
I might suggest you contact the Mfg and ask if they can give you a letter attesting to the compliance
Recent regulations of the California Air Resources Board require all new two-stroke engines that comply with the
CARB 2001 standard to have a manufacturer's label affixed showing the emission level. Some manufacturers have voluntarily labeled new engines to show that they meet the standards.
I suspect other states have similar requirements - I only know Ca.
