Need advice on making an offer for a Four Winns H190

I'm looking at making an offer for a 2000 Four Winds Horizon 190 with Wake board tower. The boat is immaculate and has less than 100 hours on it.

Here's the specs on it:
2000 Four Winds Horizon 190
Color: Green on White
Description: 19'6? Open Bow Recreational Boat with BOSS Wake Board Tower
Seats 9, rear seats adjustable to make sun deck.
Engine: Fuel Injected Chevy 350 V-8. Volvo Penta Out-drive.
Extras: Dual batteries with Isolation/off switch, new RV batteries.. Spare Prop.
Added: BOSS Wake Board Tower with Racks for 4 boards and 1 knee board, Boss Canopy for Tower. Rear Facing Speakers, Front and rear facing lights
Sony Xplosion removable face plate stereo Sony 200 watt Amplifier
Good Condition, less than 100 hours, Outdrive service end of last season.
Single Axle trailer, with hinged tongue to reduce storage length.


They are asking $14,500 for it which seems a little steep for a 2000 but I'm looking for opinions on that. I want to offer a fair price but want to pay a fair price also.

Any feedback would be appreciated.

If there is anything else I should know about this boat like problems to look out for that would be appreciated as well.

You're kidding, right? Is the owner a friend of yours? If not, you owe him nothing. Offer $4K below book, fair or not. It's a buyer's market so you have ALL the power. Good luck!

A NADA check shows average retail at $11,350 including trailer. It looks like he added the cost of the "extras" to the NADA price.
