navi lights stay lit

have a 94 hurricane new to me. bow and stern turn off, when switch is in off position. when i just want the stern on both stay on. Is it the switch or someones wiring gone bad.

Someone has likely mucked with the wiring. Look at the back of the switch. If it has six terminals it is likely a wiring issue. If it is a three terminal switch it will require a diode for proper operation. The diode would be suspect if that's the case. The diode can be checked with an ohm meter and replacement diodes are available at Radio Shack.
