nav and horn help

pontoon: horn has been giving me trouble for some time now, but the situation is getting worse as now my navigation lights are giving me some trouble.

When I hit the horn switch I get nothing. when I hit the navigation lights I get nothing.

measure V to the fuse before them and get 12 out of both sides. Hit either switch and the multimeter goes to 0 Volts. of course I am referencing ground here but does this sound like I have a ground issue? Radio, Tach, 12v cigarette lighter plug, and Speedo: which are the only other things here work fine hooked to the same power and grounds.

Sure! Check for voltage at the input and output of the switches. If voltage is present there, check at the horn. In other words follow the voltage until you lose it. That's where the problem is. If it turns out you have voltage all the way to the device, then you can suspect a bad ground or a bad device.
