I've been fighting my boat for about the last 3 years. I've gone round in circles...replaced all kinds of parts...and gone thru a ton of fuel filters thinking that gas tank crud was my biggest issue. It seems that all this while my issues were ultimately due to a deffective spark plug wire. The boat would typically run OK at the beginning of a trip, but would typically cough & sputter a bit at low RPM's...sometimes dying when throttling down. Went to check the plugs the other day and the plug wire came right apart....replaced it...and ever since...no problems!!!

If the issue is hard to nail down...check...and recheck...the dumb stuff! FYI, the plug wires were replaced a few years ago...but must have been bad or maybe damaged during installation!!
