Mystery rubber tube on 9.9 carb

I have a 1998 Mercury 9.9MA. It has what I am guessing is a Bodensee carb?? It has the automatic starting fuel enricher (the black solenoid cylindrical looking thing) on top of the carb.

My questions are about the small rubber hose about 3/16" outside diameter that is attached at one end to a brass fitting on the rear of the carb body. The other end of this hose is not attached anywhere, and seems to just dead-end in outer space while being held captive to the carb by a "rubber band". The hose is about 5" long and cut at an angle on the open end.

What does this hose do? Is it supposed to be attached to anything??

The "mystery tube" originates on brass fitting below idle adjust screw in picture. What is the purpose of this tube? Should the loose end be attached to something?

The hose in your picture should be item 5 under Carburetor in the Parts List. Anytime you have a hose/pipe secured at one end and the other end open with an angular cut, that is usually a breather/vent tube.
