Mystery bolt in keel near bow of 226FF

Hello All!
I've got a 2005 226 FF. Finally replaced the junky front docking lights this winter with some brighter and more durable Rigid marine dually d2 LED headlights...which look awesome and appear to be well built. While we had the livewell removed, I noticed a soft spot in the thickened fiberglass at the keel right underneath the bolts for the front tow loop.

After a little digging, it appears that a bolt was loosely molded into the fiberglass about 6" below the tow loop, and was for some reason cut off (at the factory - I bought this boat new). The bolt spins but does not come out. Does anyone know what this is for? I plan to powerwash the spot, scrape any loose glass, and pack the hole with some filler and chopped glass.

I think maybe the bolt was used to move the lower part of the hull around the yard during construction? Has anyone seen this, or had a problem with this causing a weak spot in the keel?

That's weird. I've certainly never seen this before on any boat including my 2 Hurricanes. I wonder if your correct in that something that was using in the manufacturing/molding process and was simply overlooked and not removed.
