My prop acts if pin is shear when power is applied. Is there something else that could cause this.

Many/most props are 2 piece items, with an inner hub and an outer hub with the blades on it....they're connected with a rubber bushing to offer some give if you hit a submerged object. These rubber bushings can fail and the prop will slip....depending on your motor/prop size you can have the prop rebuilt by a prop repair facility or you may consider just buying a new prop.

Shear pins are found on non hub props, they break internally and out of propulsion you go. Hub props uses split pins which are different than shear pins. If yours is a non hub prop install a new shear pin and voila.
