My Evinrude 1989 150hp outboard ID part

I cannot get my Evinrude 150 started. Previous owner said that it should start up. Trying to figure out what the issue is. I am able to crank the motor, but seems like its not getting gas.
It had a fuel pump between the tank and motor but did not seem to be working. Installed a hand pump and gas is going to motor, but still wont start. Possible the batter was to low to get a good charge? Took a picture of this part on the motor, not quite sure what is does but has a red handle and appears to be part of the fuel system. Picture attached with handle in current position. What does this part do?

That is the wonderful electric primer VALVE.----It is NOT a pump.-----The handle as shown is in the manual open position.----Turn the red handle to be inline with the valve body.-----Now operate the fuel primer bulb on the hose to fill the carburetors.----Raise fast idle handle on control box.-----Push key in and hold it in while cranking the motor over to start.

"Turn the red handle to be inline with the valve body" so if I do not do anything it should start in the manual open position? In line is to turn it all the way to the right? And if inline means to turn to the right, and follow your procedure, do I turn it to the original position after it starts? Sorry for not understanding.

Clockwise. Right now it's somewhere in between.

Once it's in the correct position, leave it alone.

To repeat Racerone, lift the high idle leaver on the motor turn key while pushing in. Pushing in the key activated that primer.

Report back what happens.
