motor wont go over 3,000 rpms

I am having a problem my mercury 50hp wont go over 3,000 rpm while in gear but will rev up to 5,000 not in gear it does this in water and out of water

Have you changed props recently?

no I haven't I had it on the water in November ran great no issue but took it out last weekend and that when I had the problem

David. Serial number, year. need more info. Plus I would not rev motor in neutral. (SP)
