Motor will not shut off with ignition switch

I just bought this boat and motor would not shut off with ignition switch. I followed the original wiring with a new switch and the problem is not solved. It seems that the only part of the switch that was not wired was one of the mag terminals. If I am correct it seems like the mag gets shorted to ground in the off position?? Any help would be appreciated.

The motor is a 70EL760. The tag is hard to read. When I search this number it comes up as a 70EL76D.

Black wire goes to M terminal. Black/yellow goes to the other raised M terminal.

I say this assuming the wire colors did not change...that one is a little before my time.

I know the hook up sequence on the switch. There is one wire from the harness that was not hooked up to the switch that is black with a white tracer. I think that it may be from the Mag/ Coil/ power pack causing the coil not to short to ground shutting off the motor. If I were to take a resistance measurement what should I expect from the coil to verify this. What is the impedance value of these coils?
