Motor will not run wide open

Honda bf45a 1992 4 stroke ohc in-line 3 cylinder.<br />Had carburetors clean after getting water in gas. Have taken back to mechanician twice. Will run only 4000 rpm. But if I pull the choke knob out about 1/4 inch. it will run 5500 rpm. I was told it was not the fuel pump that they don't go bad.

You have determined (with the choke) that the engine is running lean. Either the engine isn't getting enough fuel due to clogged jets or bad fuel pump or a stuck float or its getting too much air from an air leak in the fuel system. Check for air leaks around the carb and the fuel lines. I don't know Honda fuel pumps but EVERYTHING can go bad and fuel pumps are usually easy to rebuild. Most likely the carb needs to be removed and a thorough cleaning/rebuild done. Me thinks the mechanic didn't do his job on the carbs correctly.
