Motor turns when on transom saver

I have a 1990 Evinrude 90 hp that wants to turn when it's resting on the motor support/transom saver. The result is the small rubber knobs the motor rests on are torn after only 2 short trips. Any advice on how to prevent this from happening? Thanks.

I use a bungee to hold the steering wheel when I tow to prevent the motor from turning...

i also do what rick does. my motor turns unless i tie a rope around it to hold it in place. the outboard is simply too much weight for the transom saver to keep strait without a rope on the steering wheel.
