Motor still runs rich,spark is good carbs are clean Decarb?

Took a look inside the motor through the spark holes ..engine looks dirty black.SO is it possible that an engine can be carbed up but not the carbs?

Carburettors don't "carb up", the carbon is a result of fuel burning which it only does in the cylinders, you will never get carbon deposits in the carburettors.<br />The carbon in the cylinders is a result of running rich, if your carburettors are clean and all the seals etc are good, then they probably need adjusting to lean them out.<br />If it's a 2 stroke the carbon buildup may just be a result of prolonged idling. They do prefer, and are designed, to be operated at high speed and tend to run rich at low speed.<br />This talk of "carbing" and "decarbing" can be confusing if you are unfamiliar with engines, "carb" is just short for carbon and has nothing to do with carburettors!<br />Many years ago when I rode 2 stroke motorbikes we called it "de-coking", afaik it's still referred to as that over here, it's much less confusing.
