Motor not turning over

I have a 90 inboard volvo motor 3.0 omc outdrive i just got back from the shop for impeller change went to try to start today and starter just clicks motor trys to turn over but not to good battery is good starter is good wiring is new does anyone know what this might be.

How do you know the battery is good? Has it been load tested? Is it fully charged? It doesn't matter how old it is or even if its brand new.

Yes had battery tested and the starter both tested good and battery has a full charge on it.

have you tried hooking a jumper box to the it

Remove the spark plugs and see if it will turn over. Could have water in the cylinders. Since it tries to turn over, perhaps the starter is defective. Also pull the outdrive and see if the engine turns.

Do you have some pictures of your engine and outdrive? Volvo didn't have a 3.0L in 90 and not sure what drive you have.
