motor jumping

at a slow speed, the moter jumps, it acts like it is trying to jump out of the water, it gets worse the more throttle you give it, when it does it it is also jumping out of gear, someone told me to lower the moter, but, that disn't fix the problem, when it does it you can see the motor liutterally jump up. this is a 33 horse evinrude, on a 16 foot MFG

Sounds like a worn clutch dog. It may be possible to adjust, or may need replacing. It is a cogged gear that engages the propshaft. Do not run the engine in this condition.
