Motor bounces when trimming down

I have a 1996 Javelin with a 200 Johnson Venom. When I go to trim the motor down the motor bounces until the second stage of the trim kicks in then the bouncing stops. There is no bouncing of the motor when the motor is trimmed up, nice and smooth it is only on the first part of the down trim. The local dealer who services this brand said most likely it is a o-ring, suggested a rebuild but no way of knowing until they get into it at $110.00 an hour. Both trim motors were replaced about a year ago before I bought the boat. I have added / tried to flush the fluid out of the system and gone through the self bleeding process of the unit. I have also verified a good ground and proper voltage to the unit. I am looking for suggestions and input from anybody who may have encountered this type of issue. Also wondering just how hard it would be to rebuild myself

Do you have any leakage? How does the inner piston look, is it corroded?

In the past (prior to 1991), I have encountered this problem three or four times. On each encounter it was found that the piston on the tilt rod was scuffing within the tilt cylinder. The cure was to replace that cylinder.

I recommend you make sure the transom bracket is not binding, and bleed and refill the PTT unit.

Every thing looks real clean, the rods coming out of the cylinders are nice and clean. So you are saying the main center rod could be in a bind coming out of its cylinder?

Can you bleed this system? I have only seen a fill port

If I hold up on the motor , take pressure off of the system the bounce does not occur when trimming down ???????

Are you talking about where the center rod connects to the motor?

No, where the tilt tube goes through the mounting brackets and the mtr raises and lowers on.

The PTT is self-bleeding. Run it all the way up, and let it sit a few minutes. Now refill, cycle down and up, let her sit and then refill.
