Mooring buouy and bird repellant

First full summer with my 'toon, and I was able to secure a mooring buouy at the lake... They recommend getting some kind of bird repellent deployed by July. I'm looking for recommendations on good repellents to use and how to mount them on top of a full pontoon cover. Any advice is appreciated!!!

birds soon realize that fake owls and fake snakes are just that.

netting, streamers, etc work for a short time however eventually the birds just poop on the boat for target practice
