Mixing lower unit gear oil on Mercruiser stern drive

Is it safe to mix Quicksilver High Performance Gear Lube SAE 90 with Mercury High Performance Gear Lube+ SAE 90 in my Mercruiser IO 120 outdrive?

Yeah. You are fine. Quicksilver is in essence Mercury. Just a different name. if you are using the high performance of either (SAE 90), mixing the two is no problem at all.
