Missing Thermostat

In the process of troubleshooting why my 1979 Evinrude 70 doesn't have water coming out of the telltale I pulled the thermostat cover and noticed that the thermostat was missing..and it has a lot of gunk in there. Any reason why someone removed the thermostat? Is that supposed to keep the engine cooler? Oh and the lack of water from the telltale could totally be me just messing up the impeller install I just did but not sure yet.

People take thermostats out when they do not know and are desperate !----Are you testing in a bucket or with boat floating in the water ?-----Maybe the tell tale hose is plugged , have you tried to clean it and fittings ??

I ordered a replacement thermostat and gasket so I will be installing it asap. The boat is not in the water. It's in my yard with the hose and muffs hooked up.
A little background on the boat. Shortly after I bought it the driveshaft broke in half. It looked fairly rusty and had some pitting so assuming with it being around 40 years old that it's time was up...thankfully it occurred while on land. Since I lack the knowledge and specialty tools to tear apart the lower unit and I can't find any marine mechanics in my area to actually call me back I bought a replacement lower unit off ebay and just installed it. The tell tale was pissing before the old driveshaft broke so I assumed that it's not clogged but I will certainly pull the hose and check.
