Missing a part - is it really necessary?

I have a 1968 20 HP (FD-22) that I have recently acquired. Its not running right now, and I am going through the basics (carb cleaning/rebuild, points, coils, condensers, impeller). The carburetor is supposed to have a plate that sits in front of it. The diagram blow-ups on the web call it an "Air Silencer". Well, this plate is missing on this particular motor. I wanted to know how necessary it was to have this plate? Will I be able to run without it? What purpose does it serve? I would appreciate any insight as to whether or not I need to get this part ordered or fabricated.

no need for it , it will just be a bit louder than the rest of them , i have them off on my 120 force and could not tell a difference till you run it with the hood off then you need ear plugs
