Minn Kota speeds not working?

I have a Minn Kota 65 all terrain 24v trolling motor and only speeds 2,4,5 are working.... I'm guessing its a 2002 model but im not sure because it came with the boat i jus bought. I tested the old 5 speed switch and i was getting a full 26v when the switch was on 5 and 20v-21v on speeds 2,4.... which i cant figure out how this switch is resisting because the new one i bought does the exact same thing. since its an older motor I didnt think it would have a speed controller? am i wrong? Ive found a wireing diagram and everything is wired up correctly to the 5 speed switch/momentary foot pedal switch/ and the mom/off/con switch. So does anyone have any ideas what to do next?

I am going through the identical problems you are! The same speeds. I have performed the same troubleshooting ideas. Please keep me informed if you figure something out. I'll do the same. Tomorrow I am rechecking the wires and checking under the top of the motor. That's what i have been told to check next.

Army64r when you take the top cover off where the gears and where the wires go down into the shaft can u varifiy that u have four wires running down tp the motor. Because on my other 2 minn kotas (which are alot older) all have a different wire for each speed. And is yours like this. The black wire coming from pedal crimps to red wire running to motor and red coming from foot pedal crimps to black going to motor????
