Milky Power Steering Fluid

So I changed out my leaking power steering cooler this evening (without sinking the boat), and refilled the system. Turn the wheel a number of times lock to lock, and then started the motor, and turned the wheel a few more times to get it all into the system. Went to check the level, and the fluid was milky , but the level was good. So I'm thinking I'm not leaking anymore, but that there was water in the system from the previous leak.

So how do I drain the bad out? I was thinking I could disconnect one of the hoses at the cooler (easy), and run it dry, then refill. Good? Bad? Any thoughts?

Oh, it's a 488 Mercruiser.

Ayuh,... Remove the Return line from the reservoir,+ route it into a container....
At Idle,...
Have someone slowly rotate the wheel lock to lock, as you pour fresh fluid into the reservoir....
When the old oil looks New,... Shut it down, 'n reassemble everything...

If you have a power steering oil cooler. You need to test it as it's possible it has a leak. The water in the p/s came from somewhere.J

So I went down to the boat this afternoon to do as Bond-o said, and the weirdest thing... It's clear now. I started the motor, and turned lock-to-lock for a few minutes, and it's not milky anymore. How can this be? I got caught in the rain last night when I was swapping out the coolers and refilling, but I don't know if that has anything to do with the price of tea in China. Any ideas of why it was milky last night after the swap, but not today?
