Milky gear lube and high RPM's low speed

I have gear lube coming out from around my prop and the gear lube from the lower unit is milky. I noticed this after I went to lake and was going at near top speed and it was like the unit went out of gear. I could go in reverse and it would go slowly in forward but it would go no faster at high RPM's and squeal like a belt was slipping noise. Could the water in the gear lube cause the forward speed problem? Will replacing the seals upper and lower probably fix this problem?
