Mid and lower unit trouble please help

Replacing everything that is white, I have a 1988 mercury 100 I’m replacing all of the mid and lower unit. When I put it all back together should I put the motor in gear And then put the lower unit in gear and put it all together? Or leave everything in neutral and put it together?

I like to install the gearcase with the gearcase and control in neutral.

Are you replacing the midsection? What is wrong with your's?
