Mercury Mariner 90HP Sportjet repair

Hi, I boat a boat with a mariner 90HP Sportjet engine and the boat had been underwater and the guy I bought it from had messed about with the engine and failed to get it going.
I have sucessfully got it going now having changed out all the electrics, refixed the flywheel magnets in there correct orientation and replaced the exhaust manifold gasket.
The reedblock looed fine when I checked it.
With it on the hose it fires up fist turn of the key, problem is when I put it in the water and I start it then stop it, I cannot get it to start again and when I turn it over I see a mist coming out of the air intake. Can someone suggest to me what is going on. Is it the unspent fuel gassing back into the carburator? I did take the head gasket off and re-used it, torquing it up beyond the recomended torque by about 5NM so thought that this wouldn't give me this symptom. I have spent a lot of time and money on this project and if I dont get it in the water running my wife is going to throw ME in the sea.

When a 2 stroke engine is submerged you MUST get it running ASAP or get help.----Bearings start to corrode in a matter of hours / days.-----So if this engine sat for weeks it might be damaged beyond repair.
