mercury,idles fine will only slightly increase rpm

this merc 50 idles fine, with incresed gas even to full throtle on slight increse in rpm, have changed fuel and plugs with no change,it does go to full throtle speed when running fuel out of carb

Just to clarify... It idles well but when you give it throttle the RPMs do not increase? When you allow it to run the fuel out of the float boals (presumably by disconnecting the fuel line) the RPMs increase just before it dies?

when in idle its fine, go to full power maybe 100or so increse in rpm. correct, when unhooking fuel line as engine starts to run out of gas rev's up like its running perfect, when i first put boat in it went about 500 yards wide open perfect, but since then this is all i can get it to do

Check for actual movement of the butterflies on the carbs when moving the throttle forward, this will confirm that the linkage is all intact and working.
My 60hp had a very similar problem last year (except the part about it going wide open perfect for 500 yards) mine just wouldnt rev up at all. I removed and soaked my carbs and the problem was solved. The engine reving just as it runs out of gas is normal as it is essentially leaning out at that point.
Whether it's the problem or not, clean the carbs (by soaking), it sure wont hurt anything.

when you take the carbs off do you need new gaskets or anything when you put them back on

Many would say yes, but when I did mine the gaskets were in perfect shape so I re-used them. One thing that I screwed up on was not removing the butterfly shaft when I soaked the carbs, there's a rubber seal where the shaft pivots on the carb. I sure noticed it when the carb cleaner swelled it up to 3 times it's normal size! Not expensive, but cost me a day and 10 bucks gas for my van to go pick one up.
