Mercury 90hp 2-Stroke Problems

We have a 2005 90hp 2-Stroke that is not running at full RPMs. It's sputtering. This is what we have tried. We have changed the entire fuel line, changed both the fuel filter and the in-line fuel filter, changed all the spark plugs, spark plug wires, changed 1 coil (had to order the other two - they were out), changed the fuel pump, and cleaned all the carbs.

Any suggestions? Running out of ideas! Thanks for your help.

Testing is required.----What are the compression numbers ?----Does spark jump a gap of 3//8" or more , yes or no ?

Hey, how old is the gas?when was the last time you ran the boat,did it ever run great,or did you just buy the boat on CL. what exactly did you do to clean the carbs? Did you remove the carbs and take them apart like on u-tube to clean them if not you did not clean the carbs correctly? You changed both the fuel filters, does this include the fuel water seperator, then the on motor fuel filter?
Its another old gas or dirty fuel system post, stop buying stuff and remove the carbs and clean them like u-tube, no disrespect man, you asked for help and got a free un biased opinion.
