Mercury 90 Tilt / Trim

Hello,

I am just beginning to do maintenance on my family's pontoon boat motor so I am a bit of a newbie in the marine area, but have been working on cars for years so should be ok. The current issue is that the Tilt / Trim doesn't work on our Mercury 90 motor on our pontoon boat. When pressing the switch, the electric motor can clearly be heard and sounds like it's functioning as usual, however, the motor just doesn't move (we've been having to do it manually). I have been told that a valve within the hydraulic mechanism that adjusts the amount of hydraulic fluid going to the cylinder is bad, but I cannot confirm if this is the issue or not. What do you think? I still need to check the hydraulic oil level to ensure it is full (not near the boat now), but if it is indeed full of fluid do I have to replace the entire tilt electric motor/pump mechanism or is there an individual part within that I should get and replace?
