Mercury 9.9 carburetor

I recently rebuilt the carb on 1985 model 9.9 HP with a new kit. It runs fine at high speed, but will not idle and will crank only if I manually advance the throttle. The idle adjust screw is set at 1.25 turns from seated. Is there an orifice I might have missed blowing out in the cleaning process? Could I have the float upside down?

It might be nice to know why you decided to go into that carb in the first place.This engine is probably the nicest running engine they have ever built,but that carb is no walk in the park to clean.

I was using an old metal gas tank that I replaced with a plastic one. Soon after the engine started choking down as if fuel starved. Checked the fuel filter and found black sticky particles. Removed carb and bought a gasket kit to replace rotted diaphrams. I have probably had it on and off now about 10 times, but must have missed cleaning something. I have since dumped and replaced the gas in the new tank and made sure it is clean gas going to the engine.
