I bought a mercury 9.9 2010.
There is some issues with the outboard that seem to be related to fuel.
First, when I start it if I push the choke the outboard stall. I need to put it in gear and rev it before pushing the choke.
Then, moving the throttle only change the revolution a little bit, and it doesnt accelerate. The rev and speed are roughly the same at all throttle position.
Then, I need to let the throttle at a high rpm, and slowly it begin to spit and it looks like the fuel "try" to pass trough the motor.
Eventually, the fuel will reach the engine and then it will run fine at all throttle position.
Once I stop the outboard, the outboard need to repeat all these steps in order to work well.

I looked at the spark plugs and they look find and the vent/bulb/fuel tank look fine. The fuel hose is not twisted in the outboard and from the tank to outboard.
What is the problems?
