Mercury 9.8 No Water From Tell Tale

Replaced the water pump kit with Mercury 46-70941A3. No obstructions, I've run air and water though the system. Put the lower unit in test tank to just below the top of housing and tested with a drill, very little water comes out of the water pump housing. Checked the brand new kit and everything looks good, impeller spins properly and key is in place...no free spinning.

When I had it running the motor gets hot and hope it is steam coming from the tell tale as I've replace power head gasket and nylon bearing for the water tube. Time for the scrap pile or am I missing something?

Not a lot comes out testing that way....little gurgle. People do it online, have you watched them?

Yes I have, some get more than others. I haven't let it run very long the couple times I did the water spit out and was screaming hot.

Is water high enough?

Did you replace the tube grommet?

I have a 7.5 HP Merc that has been giving me similar problems.

Sounds like you have replaced the plastic/nylon seal at the base of the powerhead. If you unscrew the flush plug (which is next to the telltale) do you get water when running?

If you unscrew the water jacket plug the the top of the powerhead, do you get water?

Have you tried blowing some compressed air into the telltale hole? (it might clear some debris)

Salt or fresh water?

When you replaced the powerhead base gasket, were the several water passages at the base clear?
