My poor little outboard has developed an alarming fault. Launched my tinnie in the river yesterday and, with it in neutral and the shift-start- fast control in start mode, I pumped up fuel, pulled the choke half out and pulled the start cord. It immediately came to life and commenced to go to full revs. I thought it might bring the revs down by moving the control to fast but the control would not move to either fast or shift. I hit the stop button , disconnected the fuel and bought the boat and motor home.
The gears are not jammed as the prop will rotate in neutral, and the pistons turn in both forward and reverse. It appears that something has either jammed or frozen in the cables or shafts in the controls to the carburettor. Any suggestions on where to start?

I'm not an outboard guy but maybe my comments will bring in a couple. Looks like you have a Belgium model. It doesn't take much opening of the carb to have it go high rpms. I found the manual for your motor and is posted below. The page should come up for throttle cam control lever and if you page to the left, you will find the cable area.

If it was me, I would remove the carb linkages and see if the carb will open and close without hanging. If that is good, start reconnecting linkage and see what effect each has on the carb fully closing

Give the full serial # 9.8 I don't believe are belgium made. If it is belgium serial# should start with a B
