Mercury 7.5 hp Carburator Problems

I have a 1982 7.5 mercury outboard(serial 5938561 - the 7902 carb version) that I recently did a carb overhaul on (soaked it, sprayed it out, new gaskets, float, etc.) I've done this a few times before and have never had a problem. This time, when I put it back together I get excessive fuel spraying out a little brass tube next to the butterfly valve.(see attached picture, I'm pointing to the brass tube in question) I figured it was a gasket that was leaking air ....so I rechecked everything to no success.......Any ideas would be appreciated.

When you had it apart, did you replace the needle and seat as seen in this kit?

Did you set the float height correctly or at the very least blow through the fuel inlet, then invert the carb and blow through again to ensure that you can't blow through it?

Yep I replaced needle, seat and float as this was my first thought about problems too. I tried blowing in the intake and flipping like you said and it seemed fine. Should I try a different kit?
