Mercury 7.5 Fuel Issue

Have a Mercury 7.5 Serial # 5867035. Starts up and runs briefly with choke on then dies. Pump up ball and it starts again briefly. Every time I pump starts but ball goes soft again. Is this a fuel pump issue? Any idea on the year of the motor?

Cheap fix to even question and just eliminate that, if the problem persist s then check fuel lines for pin holes that would be sucking air
