Mercury 5 hp 4 stroke fuel leak

My 2003 5hp 4 stroke moter is ejecting fuel from a small (aprox. 3/16" dia. metal tube on the starboard side or the carburator. What is missing? What is the function of this tube?

The float in the carb bowl is bad or the needle doesn`t close good enough against the seat because of dirt or
improper adjustement of the float.

Thanks for reply. I suspected fuel leak problem was stuck float valve, but didn't want to take the carburator apart if it wasn necessary. The engine was laid up for almost ten years, and it is likely the float is gummed up.

I will post the results of my fix.

Thanks for verifying my issue as well. Just bought a boat with a 1982 Thunderbolt and the guy had rebuilt the carb but kept flooding. Fuel was spiting out of that same spot after it would run a few seconds. I suspected the float also.
