Mercury 4hp 2 stroke

I found out from a local dealer the outboard is a 1986. I may have a problem with the fuel line filter or pump. Where can I see a diagram of this engine as I need to find the choke arm which has broken off?

I am trying to start it and have only been successful at getting it to partially start by spraying starting fluid into the spark plug hole. As soon as that is burned, the engine shuts off. The primer bulb is firm and gas seems to be getting to the engine.

Along the way I also broke the choke arm when replacing the shroud. Where can I get that part and what's required to replace it. It looks pretty daunting.

I was able to purchase the choke linkage. Now, I have removed the fuel filter but cannot remove the carb because the old linkage is in the way and doesn't give enough room to lift the carb up and out. How do I remove the choke arm? It's a 1986 4hp Mercury. There doesn't seem to be any screw holding the outer choke knob in place....

The filter seemed clean, but noticed some blackishness on the jet to the carb. Could this be why it wasn't firing (it would run if I put ether into the spark plug hole for about 3 secs until it burned out)????

I fixed the choke arm lever, but am not getting fuel to the carb. I inspected the fuel filter, which had no debris in it. I also noticed that the carb's jet was plugged and sprayed carb cleaner on it and depressed the gunk with a needle. How do I determine what the problem is with the fuel? When I put starting fluid in the carb, the engine starts right up, pumps water and shuts down after burning off the starting fluid.

Get a manual and look up fuel delivery. There is a host of issues that should be diagnosed
