I have a Mercury 4hp 2 stroke SailPower engine, 0P005400, 1998, 4MLSP, Belgium. It runs but is far too rich and smokey. It spend s a lot of its time 4 stroking. The plug is black with carbon and so is the exhaust area through the prop.
I have tried to fix it by changing the mixture screw and have installed a new float needle. There's no way to adjust the float height, nor to change the needle seat. The jets are clear and the carb is clean.
Strangely, the height of the external tank seems to make a slight difference - it's better when its lower - but with the motor in a wheely bin and the tank on the ground it's still far too rich.
I notice that it's runs better when I place my finger over the hole facing the air intake next to the bore entrance - that hole admits air I think to the bowl and jets, so I guess covering it lowers the pressure in the bowl so less fuel is drawn up the jets.
All the symptoms point to the bowl flooding, but I don't know how to stop it.
