Mercury 40hp cdi timing?

Having trouble starting my mercury 40hp 2 cylinder 2 stroke, it seems to be firing at the wrong time so i put a timing light on it and couldnt see a timing mark at all. The other thing i noticed was if i put the strobe pickup on number 1 it only flashed when the engine fired and if i put the pick up onto number 2 the strobe flashed all the time apart from when the engine fired it didnt flash.
Is there anyway to check a cdi ignition system?

Anyone know how to test the signal from the trigger arm?
